330 we have not sourced
Two public records, and neither of them is an opening. A licence is permission to operate. A build-out
permit is money spent on a room, often months earlier. Both say something is coming; neither says the
door is open, and nothing here is ever printed as open.
Not only food and drink. A cheap hour is a time-bounded price, so the city's own record of what a
business does is read across salons, spas, gyms and cleaners too.

The pipeline
A licence is permission and a permit is a plan. Neither is an opening, which is why nothing on this
page has ever been printed as one. A food inspection is different: the city does not inspect a kitchen
that is not there, so an inspection is the first record that means somebody was standing inside the
room. Joined on the licence number, which is the city's own key and not a name, it turns a list of six
hundred names into a queue with a front.
Licensed
the city granted permission to operate

Opened
inspected with somebody inside, so the room exists
On the clock

4 the city has already recorded out of business, which is a closure it
wrote down rather than one we inferred.
The city inspects kitchens. It does not inspect a nail bar, a yoga studio or a dry cleaner, so for
198 of these licences there is no record that says the door opened and this
funnel cannot see them. That is a hole in the signal and not an absence of businesses, and it is why
the queue below is restaurants and bars only.
The same question was put to the rest of the city. Sixteen community areas with no plate, every live
licence in them for a trade that prices by the hour: 1,969 rooms. Guessing a domain for each and
checking whether the page is really that room found 124. That is six in a hundred licensed rooms with
a findable page at all, and it is the ceiling on this method before a single offer is read. Of those
124, three printed an hour with a price attached, which is how Irving Park and Portage Park came to
have plates.
All three sit in two adjacent north-west areas and none of the other fourteen produced one. That is
worth watching and it is not yet worth believing: three is too few to carry a claim about a city, and
saying otherwise would be the kind of pattern-finding this record exists to avoid. What can be said is
narrower and still uncomfortable: a room without a website cannot reach this clock however cheap its
hours are, and that is a fact about our method, not about the neighbourhood.
So we stopped waiting for a record and went at the rooms directly: 201 salon, spa, gym and cleaner
domains on plates we carry, of which 28 turned out to be the room they claimed. None of them prints a
price attached to a time. They print a price and they print their hours, which is a menu, not a cheap
hour. The two rooms anywhere in the city that did, a barbershop with a Friday rate and a bar with daily
specials, are both outside the field, and one of them shares its name with a yoga studio whose licence
we were about to hang it on. The source rule was never the only thing keeping these categories empty.
We went looking for the equivalent and there is not one. Chicago's data portal publishes food
inspections and, for establishments, nothing else: the salon listing is the licence record cut a
second way, with an issue date and no inspection. So the only proof a salon opened is that it renewed,
which arrives a year later and cannot tell you about a room that opened last month. Until something
else appears, those five categories stay empty for a reason we can name.
Where to look first
Rooms that opened, on plates we carry, that we have never sourced. This is the difference the
inspection record makes: 422 names worth opening instead of 635
worth guessing at.

What is opening
Read from what the city records a business as doing, not from what its licence is called. A salon and a
yoga studio hold the same kind of licence; only the activity tells them apart.

Build-out permits describing a kitchen, a bar or a cafe. The earliest signal there is, and the furthest
